Village of Donnelly council meeting – July 13, 2016

Here is the Village of Donnelly notebook for July 13.

. Airport Commission – Council approved to pay the 2016 amount requisitioned.

. Public Auction – Two properties are in tax arrears and the public auction was originally set for August 10, 2016. As per section 436.13(1) of the MGA, the municipality will adjourn holding the public auction until September 25, 2016.

. Development Permit request for a car lot. Council authorized the Interim CAO to contact MMSA to check on options available to the land owner.

. Bylaw officer issues, first issue dog incident, owner given a provincial fine of $250 to be upheld. Second issue is an unsightly property, which will be given an extension to July 26th to clean the property; however, the grass should be cut on a regular basis.

. Flow test results on hydrants was presented to council, and the report will be shared with the Fire Chief. One hydrant was found to be out of service during the testing. This will be addressed in the near future.

. GIS Mapping discussed at the last Smoky River Regional Committee meeting required further information before council would make a decision.

. Fence request and unique utility account; Council stated that policy should be followed on the utility account, as there are two meters, all utilities will be charged.
In regards to the fence, this seems to meet our land use bylaw, therefore the fence as presented to council will be allowed.

. Heart River Housing request to pay utility bills through electronic funds transfer was approved.

. Central Peace/Smoky River – Regional Emergency Management Mutual Aid Agreement requires more information in order for council to make an informed decision.

. Three consolidation by-laws were given three readings and passed by council.

. Two resident’s complaints were received by council as information. No further action were required.
