Village of Donnelly
Here we are looking at a very busy 2018 in the review mirror for the Village of Donnelly.
Resurfacing Project began planning stage in January, with work being done July/Aug & mostly completed in September. Knelsen Sand & Gravel was awarded the contract in March. Purchased for the public works a new zero turn lawn tractor.
The Village was successful in receiving a regional grant to complete the Intermunicipal Collaboration Framework and Intermunicipal Development Plan for the region. Village of Girouxville took the lead on this, with support from the M.D. of Smoky River #130. Village of Donnelly was also successful at getting a grant to complete the Municipal Development Plan, required by Municipal Affairs. Sep 2018 Vicinia Planning & Engagement Inc. hired as consultants to prepare the ICF, IDP, MDP, and the Regional Governance review for the water, wastewater and solid waste. Vicinia will also assist the Village with a review of our Land Use Bylaw in 2019. Four Municipalities applied for a regional Employee -Green Initiatives grant through FCM, and it was approved in December 2018. Town of Falher took the lead on this initiative, with the assistance of Smoky River Regional Economic Development. This initiative will begin in 2019.
A new look in the office, for security reasons, added the barrier gate.
Work continued on the Regional Municipal Asset Management Plan, which began in 2017, and hope to have the document completed April 2019. The firm of Beairsto Engineering was hired as consultant to prepare the MAMP. The M.D. of Smoky River #130 took the lead on this initiative, and great stride have been made in 2018.
As part of the MAMP. a video camera to survey and determine the condition of the sewer lines was completed by CamTrac. Completed in October.
The Village office hours were changed to 9:00 – 12:00 and 1:00 – 4:00 pm.
Smoky River Historical Genealogical Society was recipient of the Heritage Award. Council supported the delegation from NAEL to go to Ottawa regarding the Woodland Caribou Conservation issue. Broadband feasibility study is ongoing with the collaboration of Big Lakes County and other municipalities. Physician Housing committee sold one house and purchased a second house for incoming Doctor to rent.
Council passed Council Code of Conduct Bylaw, Public Notification Bylaw, Public Participation Policy, Asset Management Vision and Mission Policy, Subdivision & Development Appeal Board Bylaw, a Regional Fire Services Bylaw.
In preparation for Cannabis legalization, the Smoking and Vaping of Tobacco and Cannabis bylaw was presented, however to date has received only 1st reading. Open house was held on Oct. 9th, 2018. Club des Pionniers received the Senior’s Award, which was presented by Marg McCuaig Boyd, MLA in Sept. 13, 2018. Town of Falher to apply for a Regional Cares Grant to do a feasibility student on Hemp Decortication plant in the M.D. region.
A contract was signed for another three-year term with the Falher Regional Intermunicipal Library Agreement. The Village also renewed a three-year contract with Compass Assessment.
The Council wishes to thank you the tax payer and your family along with our Village staff for making our Community a great place to live, work and play. We also want to thank everyone for your patience while under construction; it was very much appreciated by staff and Council.
