Summary of August 20, 2018 Regular Meeting

Senior’s Award Recipient Club des Pionniers
MLA Marg McCuaig-Boyd will present to the Club des Pionniers a Senior’s Award Certificate on September 13, 2018 at 2 pm at the Club. Council would like to congratulate the Club des Pionniers for being recognized as an organization that benefits the lives of seniors in Donnelly and the surrounding area.

Conference Réseau des villes francophones et francophiles d’Amerique
Mayor Lanctot will attend Thursday’s sessions for the RVFFA. conference. During the conference, Mayor Lanctot will attend the regular Alberta Bilingual Municipalities Association (ABMA) meeting, which is scheduled as part of the conference.

AUMA’s Police Act Working Group
Council received as information the request for a representative to sit on the AUMA’s Police Act Working Group. AUMA would require both a council member and the CAO to attend meetings, which will likely be in the Edmonton area, with a minimum of 5 meetings (one per month) and possibly longer.
Council will send a letter to AUMA to explain the reason why it is not feasible for our municipality to participate.

Donnelly Recreation Society Utility Expense
Donnelly Recreation Society is looking at the possibility of installing a jumbo jumper at Park Regalo. If and when the jumbo jumper project becomes a reality, the Donnelly Recreation Society will need the support from the Village to cover the utility costs to operate it. Council has approved this request.

Municipal Campground Fire Pits
Council has approved the purchase of 15 fire pits, to be installed at the campground. Fire pits purchased through Don’s Country Machining.

Broadband Memorandum of Understanding
Council has agreed to sign the memorandum of understanding to partner with Big Lakes County, Town of High Prairie, Town of Swan Hills, and other communities in the area. This agreement will see Donnelly participate in the design, construction, and operation of a broadband network. This is in the preliminary stage of development. Council will send a letter to the Minister of Services, Brian Malkinson, to ask how the Provincial Government plans to address the issue of broadband for Northern Alberta.

Council passed the Asset Management Policy as presented.
The Policy will be a guiding principle to assess the municipal assets (aka infrastructure) of the Village, create a database, which will help to determine the maintenance and replacement schedules of the municipal assets.

Fire Bylaw and the Smoking & Vaping (Tobacco & Cannabis) in Public Places bylaw
Both bylaws, the Fire Bylaw and the Smoking & Vaping (Tobacco & Cannabis) in Public Places Bylaw were received as information.
